The practitioners, programs and products listed in the Approved Provider Bulletin have been classified by the National FfPF Officer Wellness Committee as culturally competent to work with members of law enforcement agencies and have demonstrated sensitivity and expertise in understanding the unique culture of law enforcement. Everyone has been named FOP Vetted & Approved Wellness Provider. In Australia, a similar and longer acronym for the All-Points bulletin used by New South Wales Law Enforcement and Victoria Police is KALOF or KLO4 (for “Keep an eye out”). [4] Queensland used BOLF (Be careful; `B O L F`), and now, with the Western Australian police, use BOLO (“bol-lo”). [10] The UK uses a similar system known as All-Ports Warning or APW, which transmits a suspect`s description to international airports, ports and train stations to identify an perpetrator or suspect leaving the country. Due to the high number of commuters in these locations, UK police forces often use the All-Points alert to contact specific airports, ports or stations and distribute descriptions individually using All-Point bulletins. [4] When a U.S. law enforcement agency searches for a suspect or person of interest, it often issues an All-Points bulletin, or APB for short. An all-point newsletter is an electronic transmission that sends information about the suspect or person of interest from a law enforcement agency to other law enforcement agencies across the country.
The purpose of an All-Points newsletter is to alert other law enforcement agencies to the search for a person so that they can arrest the person when they encounter them. The Fraternal Order of Police recognizes the need for qualified and competent services focused on the treatment of law enforcement officers and their families. A police officer`s lifestyle and work are unique, as are their needs. The Officer Wellness Committee has developed the Approved Provider Bulletin (PDB), a national directory of culturally competent wellness resources, all reviewed by the PTF. Whether it`s individual clinicians, inpatient treatment programs, wellness products, or law enforcement training, the BPA provides a resource where caregivers and their families can find and learn more about the wellness services available. Many jurisdictions around the world use a similar system for communication between law enforcement agencies. The United Kingdom, for example, issues an “all-point warning,” or APW, for the same reasons that a PDB is issued in the United States. The Australian counterpoint to an APB is a “Keep a Look Out for” or KALOF. If the subject of a PDB is a suspect in a crime and an arrest warrant has been issued, the law enforcement officer he or she meets may detain the person. In today`s digital age, an arrest warrant is likely to emerge when a wanted person is arrested by law enforcement for a minor traffic violation.
However, if an officer has no reason to arrest a person, a wanted person may escape capture for a considerable period of time. By issuing an all-out bulletin, law enforcement officers across the country can proactively search for a wanted criminal instead of relying on a chance encounter to find him. A PDB can also be issued to a “person of interest”. A person of interest is a term used by police when they want to find someone to interrogate them, but they are not yet ready to call them suspicious. In some cases, the person may eventually become a suspect, while in other cases, the person may be a key witness to a crime. If the subject of an All-Points newsletter is a person of interest, a law enforcement officer who meets with the person cannot generally detain the person, but can inform the issuing agency of their whereabouts. It is not necessary for an official arrest warrant to be issued for a person to be the subject of an All-Points bulletin.
In fact, a PDB can also be issued to missing persons or witnesses to a crime. Prior to the Amber Alert system in the United States, a PDB was often issued when a child was suspected of having been abducted. Now, an All-Points bulletin can be issued in conjunction with other alert systems, such as the Amber Alert system. The All-Points bulletin was used months before the 9/11 attacks in the United States in connection with terrorism.
