In Nevada it was super easy, take the motorcycle to any motorcycle store and they fill out the DMV checklist to make sure you have mirrors, lights, etc. Then bring the form to the DMV and arrowheads. My bike came from Cali and was street legal there, so it can definitely be done. I`m sure the CA DMV website has information about this. I`ve been driving a road-legal XR400R for about twelve years. I still don`t have a battery on it. I use the factory headlight. I used LED turn signals and a 6V horn. Motorcycle batteries are unpredictable from the get-go. I decided to skip it and never looked back. I do not see the point. I have a brother who walked with the Baja design kit on a bike he owned. I was not very impressed.
This did not provide enough benefit to justify the cost and effort. Dunno. Others will certainly disagree, but I doubt none of them have driven an XR400R as far and as long as I have. 800 miles of round trips was the norm for me in 2015. I bought my 2005 XR. If I had to do it again, I would do a full DC conversion on the bike using a lead-acid battery the size of a scooter. NIMH batteries are a joke and don`t last a week before frying, and losing the headlight when the bike is stationary sucks onto the track. Cutting into the air box to make it hold is not so bad. You also don`t really need to upgrade the stator, especially if you`re upgrading to an LED/HID headlight. In some states, you can find a lenient inspector who can help you legalize your bike. Or maybe you have your favorite mechanic passing on your stuff without even looking at it. Not in California! They do everything by checking the VIN. There is no mechanical inspection for an off-road motorcycle, so you never get that chance. The XR 400R, as far as I know, has no battery and I`m intimidated by what it takes to turn on street lights. Did anyone do a dual sport conversion with this bike? If so, what kit did you use and how easy was it? Is there a kit under $500 that works well and comes with good instructions? Every time you ride your motorcycle off-road on the road, you have to follow the same driver`s license laws as if you had a car. To ride an off-road bike on a trail, there is no legal age limit.
Children from the age of three have no problem riding their off-road motorcycles with training wheels.
