Since 2007, the Hong Kong Executive Council has always been composed of ex-officio members (official members since 1997) and unofficial members (unofficial members since 1997). In practice, ex-officio members include the secretaries of the ministries, i.e. the Chief Secretary, the Secretary of Finance and the Minister of Justice. Since 2002, all office secretaries have also been appointed by the Chief Executive as official members of the Board of Directors. But since 2005, office secretaries only participate when agenda items concern their department. In the past, anyone holding a title in the Peerage of the United Kingdom was an ex officio member of the House of Lords. This claim was abolished in 1999. In my experience, there seems to be some misunderstanding about what an ex-officio member is in terms of defining board members who are not regular members of the organization. An example of Michigan State University`s expansion to illustrate this is that a 4-H youth development educator could be automatically registered as a member of the County Fair Board.
The 4-H educator may not be a member of the fair organization or an elected member of the fair`s board of directors, but if present, they can make recommendations, discuss and vote on topics. Similarly, in the town and county of Broomfield, Colorado, near Denver, the chief of police (an appointed position) also serves as the county`s sheriff.

In municipal and municipal councils, the municipal and municipal presidents of the Barangay League and youth councils sit ex officio as members of the council.
